The Indian Parliament has sanctioned a bill aimed at creating a unified legal framework for Central Armed Police Forces (CAPFs), replacing the existing patchwork of separate service rules that govern the five central forces. Despite being passed by both houses, the legislation has stirred controversy.
Opposition members have argued for the bill's referral to a joint parliamentary committee, emphasizing the need for comprehensive scrutiny and consultations with stakeholders, including CAPF personnel. They questioned the government’s engagement efforts with affected officers and called for a more consultative process.
Notably, Congress leader Rahul Gandhi criticized the bill as perpetuating discrimination against CAPF personnel, pledging to repeal it if his party gains power. In response, Minister of State for Home Nityanand Rai defended the bill, highlighting the simplification of rules and the enhancements in housing and healthcare facilities for CAPF personnel.
