The Election Commission has flagged Jan Suraaj Party founder Prashant Kishor, citing alleged dual voter registration in Bihar and West Bengal. Kishor has been given a three-day deadline to clarify, as per the notice from Kargahar Assembly Constituency's Returning Officer.
A newspaper report from October 28, 2025, suggested Kishor's enrolment in West Bengal's Bhabanipur constituency and Bihar's 209-Kargahar constituency. This violates Section 17 of the Representation of the People Act, 1950, which prohibits individuals from being listed in more than one constituency. Consequences may include up to a year of imprisonment or fines under Section 31 of the Act.
The notice comes as the Election Commission faces intensified scrutiny over voter roll accuracy, particularly in Bihar, ahead of elections on November 6 and 11. Chief Election Commissioner Gyanesh Kumar announced the second phase of the Special Intensive Revision of voter lists, set to cover 12 States and Union Territories, excluding Assam due to separate citizenship verification under the Supreme Court's oversight.
