The government of Uttar Pradesh, led by Chief Minister Yogi Adityanath, has initiated an unprecedented reform of the Public Works Department (PWD), significantly enhancing the financial autonomy of its officers and undertaking a comprehensive revision of service structures.
This overhaul marks the first such action in nearly 30 years, targeting improvements in efficiency, reduced dependency on higher authorities, and faster project execution. Engineers now enjoy increased financial powers, addressing financial limits last set in 1995, amidst rising construction costs.
A key feature of the reform includes restructuring the cadre system, creating a Chief Engineer (Level-1) position, and revising promotion processes to ensure transparency and a merit-based approach, aligning with the Seventh Pay Commission recommendations. Adityanath emphasized the reforms are crucial for the PWD's role in state development.
