Eskom has confirmed that its internal investigation into alleged irregularities in diesel fuel procurement and storage contracts is approaching completion, marking a critical moment in efforts to strengthen governance and restore public confidence at the embattled power utility.
The investigation, led by Eskom's Group Investigations and Security Department, was initiated as part of the utility's broader governance, risk management, and assurance processes. It follows mounting reports that diesel supply agreements—vital to keeping emergency power generation running—may have been affected by corruption, mismanagement, and irregular contract practices.
Critical Area Under Scrutiny
Diesel procurement plays a central role in Eskom's operations, particularly in powering its open-cycle gas turbines (OCGTs), which are used to stabilise the grid during periods of high demand or when generation capacity is constrained. Any irregularities in this area carry significant financial and operational risks, given the high cost of diesel and the frequency of its use during load shedding cycles.
The probe is therefore seen as a key intervention in ensuring accountability in one of Eskom's most sensitive and costly procurement streams.
"As part of its ongoing governance, risk and assurance processes, Eskom launched an investigation into possible irregularities relating to the procurement of diesel fuel and storage contracts," the utility said in a statement.
"Eskom can confirm the investigation is now in its final stages of completion and remains subject to internal governance, legal and assurance processes."
Limited Disclosure as Legal Processes Continue
While confirming progress, Eskom has cautioned that it is not yet in a position to disclose specific findings, citing the need to adhere to internal governance protocols and legal requirements.
"Given that the matter is still pending, Eskom is not in a position to engage on the details or comment further at this stage. Any updates will be communicated at an appropriate time, in line with applicable legal, governance and regulatory requirements," the utility said.
This measured approach suggests that the findings could have significant implications, potentially involving disciplinary action, contract reviews, or referrals to law enforcement agencies, depending on the outcome.
Whistleblower Protection Emphasised
In its statement, Eskom also reinforced its commitment to transparency and accountability by encouraging employees, contractors, and members of the public to report suspected wrongdoing.
"Eskom supports and encourages the reporting of any concerns or alleged wrongdoing through its established whistleblowing and reporting mechanisms and treats all such information with the necessary seriousness and confidentiality."
The emphasis on whistleblowing aligns with broader efforts across state-owned entities to strengthen internal controls and root out corruption, particularly in procurement processes that have historically been vulnerable to abuse.
Part of Broader Reform Efforts
The diesel procurement investigation forms part of Eskom's wider reform agenda aimed at improving governance, tightening financial controls, and restoring operational credibility. In recent years, the utility has faced intense scrutiny over procurement practices, cost overruns, and allegations of corruption that have contributed to its financial and operational challenges.
Analysts note that ensuring transparency in diesel contracts is especially important given the escalating costs associated with running OCGTs, which have been used extensively to mitigate power shortages. Improved oversight in this area could help reduce expenditure and enhance efficiency.
Awaiting Outcomes with National Interest at Stake
As the investigation enters its final phase, stakeholders across government, industry, and the public will be watching closely for its findings and any corrective actions that follow.
The outcome is expected to play a role not only in addressing past irregularities but also in shaping future procurement practices at Eskom—an essential step in stabilising South Africa's energy sector.
With the country continuing to grapple with energy supply constraints, ensuring integrity in critical operational areas such as fuel procurement remains central to Eskom's turnaround strategy.
