On Wednesday, the court instructed city authorities to form a strategy for adhering to the apex court's guidelines, emphasizing the need to transfer eligible prisoners to open prisons.
A monitoring committee is to be constituted by the home secretary, aiming at facilitating prisoner transfers and addressing systemic challenges.
