The West Bengal Legislative Assembly has conducted impactful but unprecedented legislative sessions. According to PRS Legislative Research, from 2021 to 2026, it functioned over 166 days, typically aligning with its average of 33 sittings annually. Astonishingly, 91% of legislative bills were both introduced and passed within the same day, bypassing standard committee oversight since 2011. The assembly, due to its procedural strategies, experienced continuous sessions without traditional prorogation, characterizing the 17th Assembly Period as singular in legislative history.
This procedural anomaly allowed uninterrupted legislative activities, notably during 2023 to 2026, when sessions did not lapse, eliminating the governor's routine need for formal summons. As such, the quintessential Governor's Address was omitted in 2024, marking a significant shift in customary practices. Amidst these procedural dynamics, 74 new bills were successfully introduced; prominent among them was the Aparajita Woman and Child Bill (2024) and amendments strengthening caste certificate protocols and private healthcare regulations.
Despite swift passage, 62% of bills attained gubernatorial assent within three months - a notable statistic indicating legislative urgency. Instances of prolonged assent, sometimes over a year, involved significant policy shifts, like redistributing administrative powers from the governor to the state within university laws. Additionally, the budget debates lasted an average of six days, reflecting focused economic attention amidst these structural adaptations.
