The Department of Administrative Reforms and Public Grievances (DARPG), under the Ministry of Personnel, Public Grievances and Pensions, will observe the 18th Civil Services Day on April 21, 2026, at Vigyan Bhawan, New Delhi. The Hon'ble Vice President of India, Shri C. P. Radhakrishnan, will attend the event as Chief Guest and deliver the keynote address.

Reaffirming the Legacy of India's "Steel Frame"

Civil Services Day commemorates the historic address delivered by Sardar Vallabhbhai Patel on April 21, 1947, to the first batch of probationers of the All India Administrative Service. In that landmark speech, he described civil servants as the "steel frame of India", underscoring their critical role in nation-building.

Over the decades, the day has evolved into a moment of reflection and renewal, encouraging civil servants to strengthen their commitment to transparency, accountability, and efficient governance.

Theme 2026: Focus on Last-Mile Delivery and Inclusive Growth

The theme for this year's Civil Services Day—"Viksit Bharat: Citizen-Centric Governance and Development at the Last Mile"—aligns with India's long-term vision of becoming a developed nation by 2047.

The theme highlights:

  • Strengthening last-mile delivery of public services

  • Ensuring inclusive and equitable development

  • Promoting transparent and accountable governance

  • Enhancing citizen engagement and trust in institutions

As India continues to expand digital governance and welfare outreach, the emphasis on last-mile delivery remains central to bridging socio-economic gaps.

High-Level Deliberations Through Thematic Breakaway Sessions

A key highlight of the event will be four specialized breakaway sessions focusing on priority areas of governance. Among them, the session titled "Sustainable Livelihood through PM Vishwakarma" is expected to draw significant attention.

This session will be chaired by Shri Jitan Ram Manjhi, Hon'ble Minister of Micro, Small and Medium Enterprises (MSME), reflecting the government's focus on empowering traditional artisans and micro-entrepreneurs.

PM Vishwakarma Session: Strengthening Artisan Ecosystems

The session will begin with a welcome address by Dr. Rajneesh, Additional Secretary & Development Commissioner, Ministry of MSME, followed by the felicitation of the Chair and panelists. A detailed presentation on the PM Vishwakarma initiative—a flagship scheme aimed at supporting traditional artisans—will set the stage for discussions.

A guided panel discussion will feature senior policymakers and stakeholders, including Secretaries from:

  • Ministry of MSME

  • Ministry of Skill Development & Entrepreneurship

  • Department of Posts

  • Department of Financial Services

These discussions will focus on:

  • Enhancing sustainable livelihoods for artisans

  • Strengthening access to finance and markets

  • Leveraging skilling and digital platforms

  • Improving institutional support mechanisms

The session will conclude with an address by the Secretary, MSME, followed by closing remarks from Ms. Anuja Bapat, DDG, Ministry of MSME.
