Though the CNMC noted these violations weren't responsible for the blackout, they might have influenced the power system's functioning. In response, recommendations were issued to mitigate voltage fluctuations and strengthen power links with France. The watchdog is examining if breaches relate to the blackout's origin.

Further investigation has revealed a series of destabilizing events culminating in a voltage surge on April 28, 2025. Proceedings may take up to 18 months, during which concerned parties can submit evidence and arguments.
