Reflecting on the bicameral system, Modi compared legislation approval to seeking a 'second opinion,' enhancing democratic decision-making. Chairman C P Radhakrishnan framed the retirements as pivotal for continuity and renewal in the council, urging departing members to view this transition as a fresh beginning.
