INS Nireekshak in Colombo for IN-SLN DIVEX 2026: India-Sri Lanka Deepen Maritime Synergy

Marking a significant step in strengthening maritime cooperation in the Indian Ocean Region, the Indian Navy's premier Diving Support and Submarine Rescue Vessel, INS Nireekshak, arrived at the port of Colombo on Tuesday to participate in the fourth edition of the India–Sri Lanka Bilateral Diving Exercise (IN-SLN DIVEX 2026). The week-long exercise, scheduled from April 21 to April 27, underscores the growing operational synergy between the two navies and highlights India's expanding role as a net security provider in the region.

Enhancing Operational Readiness through Advanced Diving Collaboration
IN-SLN DIVEX 2026 will feature highly specialised diving operations involving elite diving teams from both navies. These include deep-sea diving exercises, underwater salvage operations, submarine rescue simulations, and the use of advanced diving equipment under varied operational scenarios.
INS Nireekshak, equipped with sophisticated diving systems, Remotely Operated Vehicles (ROVs), decompression chambers, and medical facilities, serves as a vital asset in submarine rescue missions and underwater intervention tasks. With the increasing complexity of underwater operations, such joint exercises play a crucial role in improving interoperability, standardising procedures, and exchanging best practices in areas such as saturation diving, emergency evacuation, and underwater damage control.
Defence analysts note that such bilateral engagements significantly enhance readiness for real-world contingencies, including submarine distress situations and maritime accidents, where coordinated multinational response is often required.
Strategic Dialogue and High-Level Engagements
During the port call, Commanding Officer of INS Nireekshak, Commander Sailesh Tyagi, held high-level discussions with Rear Admiral SJ Kumara, Flag Officer Commanding, Western Naval Area of the Sri Lanka Navy. The interactions focused on expanding operational cooperation, capacity building, and aligning strategies to address emerging maritime threats such as illegal fishing, trafficking, and maritime disasters.
Beyond operational engagements, the visit includes a range of confidence-building activities such as joint sports events, cultural exchanges, and yoga sessions. These initiatives are aimed at fostering camaraderie and strengthening interpersonal ties between naval personnel — an often underappreciated but critical component of long-term defence cooperation.
India's Technological Edge: Deployment of BHISM Medical Units
A standout feature of this deployment is India's humanitarian outreach under the 'Aarogya Maitri' initiative. INS Nireekshak will hand over two BHISM (Bharat Health Initiative for Sahyog Hita & Maitri) cubes to Sri Lankan authorities.
These cutting-edge, portable medical units represent a significant innovation in disaster response and emergency healthcare delivery. Each BHISM cube is designed as a modular, rapidly deployable system capable of handling up to 200 emergency cases. Equipped with essential medicines, surgical kits, diagnostic tools, and life-saving equipment, these units can be operationalised within hours in disaster-hit or remote areas.
Experts highlight that such systems are particularly valuable in island nations like Sri Lanka, which are vulnerable to natural disasters such as cyclones, floods, and maritime accidents. The deployment of BHISM cubes reflects India's growing emphasis on leveraging technology for humanitarian assistance and disaster relief (HADR) operations.
Strengthening Maritime Security Cooperation
In a further demonstration of defence cooperation, the Indian Navy will also hand over 50,000 rounds of 9 mm ammunition to the Sri Lankan Navy. This move is aimed at enhancing Sri Lanka's maritime security capabilities, particularly in safeguarding coastal areas and countering transnational threats.
The Indian Ocean Region remains a critical global trade corridor, with over 80% of global maritime oil trade passing through its waters. Strengthening bilateral maritime security frameworks is therefore essential not only for regional stability but also for global economic security.
A Testament to a Growing Maritime Partnership
The IN-SLN Diving Exercise has evolved into a cornerstone of India–Sri Lanka naval cooperation. Since its inception, the exercise has expanded in scope and complexity, reflecting the deepening trust and shared strategic interests between the two nations.
This year's edition gains added significance as both countries reaffirm their commitment to the MAHASAGAR vision — Mutual and Holistic Advancement for Security and Growth Across Regions. The initiative emphasises collaborative approaches to maritime security, sustainable development, and regional prosperity.
