In a major step toward strengthening India's energy security and self-reliance, the Ministry of Coal has launched the 15th round of Commercial Coal Mine Auctions, alongside a high-level stakeholder consultation on "Atmanirbhar Bharat: Coal for Energy Security".

The event brought together policymakers, industry leaders, academia, and sector experts to deliberate on reforms, sustainability, and technological advancements shaping the future of India's coal ecosystem.

15th Auction Round: Expanding Domestic Coal Production

Union Coal Secretary Shri Vikram Dev Dutt formally launched the new auction round, offering 11 coal blocks, including:

  • 7 fully explored mines

  • 4 partially explored mines

  • 1 coking coal block and 10 non-coking blocks

Additionally, 6 mines from the second attempt of the 13th round have also been included, broadening the investment landscape.

The mines are spread across key coal-bearing states such as Jharkhand, Chhattisgarh, Odisha, Madhya Pradesh, and Telangana, and are expected to boost domestic availability, attract investments, and generate employment.

Strong Momentum in Coal Sector Reforms

India's commercial coal mining reforms, introduced in 2020, have significantly transformed the sector. So far, 135 coal mines have been successfully auctioned across 13 rounds, with a combined Peak Rated Capacity (PRC) of approximately 325 million tonnes per annum (MTPA).

Officials noted that rising participation across auction rounds reflects growing investor confidence and the success of policy measures aimed at transparency, ease of doing business, and private sector participation.

Coal at the Core of Energy Security Strategy

Shri Vikram Dev Dutt emphasised that enhancing domestic coal production remains critical in the current geopolitical environment, where supply chain disruptions and energy security concerns are rising globally.

He highlighted that the reforms are aligned with Prime Minister Narendra Modi's vision of Atmanirbhar Bharat, focusing on:

  • Increased domestic production

  • Reduced import dependence

  • Strengthened supply chains

  • Economic growth and industrial expansion

Balancing Growth with Sustainability

While emphasising expansion, officials also underscored the need for sustainable and responsible mining practices.

Smt. Rupinder Brar, Additional Secretary, Ministry of Coal, stressed that growth must go hand-in-hand with:

  • Environmental stewardship

  • Community welfare

  • Responsible land use and mine closure

She highlighted the importance of scientific mine closure, transforming mined-out areas into productive ecosystems that support local communities and ecological restoration.

Technology and Innovation Take Centre Stage

A major focus of the consultation was on technology adoption and innovation, particularly in:

  • Coal gasification (both surface and underground)

  • Advanced mining technologies

  • Efficiency enhancement and value addition

The government is promoting cleaner utilisation pathways such as coal gasification, supported by policy incentives including viability gap funding.

Inclusive Growth and Just Transition

Discussions also addressed the social dimension of coal sector reforms, including:

  • Rehabilitation and resettlement of affected communities

  • Worker welfare and skill development

  • CSR initiatives in coal-bearing regions

  • Ensuring a just transition for communities dependent on coal

Officials emphasised that community-centric development must remain integral to sectoral expansion.

Whole-of-Government Approach Driving Reforms

The Ministry highlighted the importance of coordinated efforts between:

  • Central ministries

  • State governments

  • Industry stakeholders

Such collaboration has helped streamline regulatory processes, reduce procedural bottlenecks, and create an enabling ecosystem for investment and growth.

Road Ahead: Future-Ready Coal Ecosystem

The stakeholder consultation outlined a holistic roadmap for a modern, resilient, and globally competitive coal sector, balancing energy needs with sustainability and innovation.

With India being the second-largest coal producer globally, the government believes the sector still holds vast untapped potential as a driver of:

  • Employment generation

  • Industrial growth

  • Energy security

The launch of the 15th auction round, combined with ongoing reforms and stakeholder engagement, signals a renewed push to position coal as a reliable backbone of India's energy mix, even as the country transitions toward cleaner energy sources.

By integrating technology, sustainability, and policy reforms, the Ministry of Coal is steering the sector toward a future-ready and self-reliant ecosystem, aligned with national priorities and global energy realities.
