In a major push toward digital transformation and supply chain optimisation, the Ministry of Micro, Small, and Medium Enterprises (MSME) has signed a strategic Memorandum of Understanding (MoU) with NICDC Logistics Data Services Limited (NLDS), the data and analytics arm of the National Industrial Corridor Development Corporation (NICDC).
The collaboration marks a significant step in integrating real-time logistics intelligence into MSME policymaking and operations, with the aim of enhancing efficiency, reducing costs, and strengthening India's global competitiveness.
Building a Data-Driven Logistics Ecosystem for MSMEs
At the heart of the partnership lies the creation of a robust digital data exchange framework, powered by API-based integration between the Ministry of MSME and NLDS systems. This will enable seamless flow of logistics data, allowing policymakers and enterprises to access real-time insights into cargo movement, transit times, bottlenecks, and supply chain performance.
NLDS, operating under the National Industrial Corridor Development and Implementation Trust (NICDIT), has been at the forefront of deploying advanced logistics tracking platforms such as the Logistics Data Bank (LDB), which uses technologies like RFID and analytics to monitor container movement across India.
By integrating such capabilities with MSME systems, the government aims to create a national-level logistics intelligence layer tailored to the needs of small and medium enterprises.
Empowering MSMEs with Real-Time Insights
The initiative is expected to transform how MSMEs engage with logistics by providing them with:
-
End-to-end visibility of supply chains
-
Real-time tracking of shipments and delays
-
Data-driven cost optimisation strategies
-
Improved planning and inventory management
With logistics costs in India estimated to be around 13–14% of GDP—significantly higher than global benchmarks—the move is seen as a critical intervention to improve efficiency and competitiveness, particularly for export-oriented MSMEs.
Strengthening Policy Through Data Intelligence
For the Ministry, access to granular, real-time logistics data will enable:
-
Evidence-based policymaking
-
Identification of infrastructure gaps and bottlenecks
-
Targeted interventions to improve logistics performance
-
Better alignment with national initiatives like PM Gati Shakti
Officials noted that the integration will allow policymakers to move from reactive to predictive and proactive decision-making, leveraging analytics to anticipate disruptions and optimise resource allocation.
Aligning with National Logistics and Ease of Doing Business Goals
The collaboration is closely aligned with the Government of India's broader vision of:
-
Improving ease of doing business
-
Reducing logistics costs
-
Enhancing digital infrastructure
-
Building resilient supply chains
By bridging the data gap between logistics systems and MSME operations, the initiative aims to unlock new efficiencies across manufacturing, exports, and distribution networks.
Leadership and Institutional Collaboration
The MoU was signed by Smt. Anuja Bapat, Deputy Director General, Office of the Development Commissioner (MSME), and Shri Arvind Devaraj, Chief Operating Officer, NLDS, in the presence of senior officials from both organisations.
Officials described the partnership as a "game-changer" for the MSME ecosystem, highlighting its potential to democratise access to high-quality logistics data that was previously limited to large enterprises.
Toward a Technology-Driven MSME Future
As India seeks to position its MSME sector as a key driver of economic growth, exports, and employment, initiatives like this underscore the growing role of digital infrastructure in enabling scale, efficiency, and resilience.
The Ministry reiterated its commitment to fostering innovation and supporting MSMEs through strategic collaborations, noting that data-driven governance will be central to achieving long-term competitiveness.
With this partnership, India takes another step toward building a smart, integrated, and globally competitive MSME ecosystem, where data—not just infrastructure—becomes the backbone of growth.
