The mounting tension between Himachal Pradesh's government and the Raj Bhavan over vice-chancellor appointments has raised constitutional concerns. Governor Shiv Pratap Shukla on Wednesday questioned whether the state government intends to adhere to constitutional protocols or choose to bypass the process entirely.

Speaking to reporters while dispatching relief materials to disaster-stricken Kullu and Chamba districts, Shukla emphasized the importance of following the law. He declared that the state government must decide whether to operate within legal frameworks, stressing he is not focused solely on appointments but on the welfare of state residents.

The tussle revolves around appointing VCs at CKS Agriculture University and Dr. YS Parmar University. The state assembly passed a bill supporting government involvement in selection, conflicting with the governor's amendment recommendation aligning with the central Model Act, where the governor appoints VCs based on a committee's advice.
