Known as CAPE, the system aims to streamline the refund process by consolidating payments into one electronic transfer per importer. Despite its potential benefits, there is widespread concern among companies regarding the system's ability to handle the enormous volume of expected claims smoothly.
Over 56,000 importers have already navigated the necessary steps to claim their refunds, summing up to $127 billion. However, logistical challenges, legal uncertainties, and questions about distributing refunds further complicate the picture.
