Goa's Maritime Future: Charting the Course for Shipbuilding Excellence

The Confederation of Indian Industry (CII) has put forth a recommendation for Goa to set up a maritime board to advance the development of its shipbuilding sector. This initiative aims to promote the adoption of green technologies and foster public-private partnerships, as highlighted in a report released Friday.
The report, entitled "India Shipbuilding Roadmap Towards Maritime Amrit Kaal Vision 2047," outlines that Goa plays a pivotal role in India's commercial shipbuilding industry, accounting for roughly 40 percent of the nation's commercial vessel deliveries as of September 2025. With its shipbuilding industry valued at Rs 22,865 crore in FY24, Goa's sector could burgeon to Rs 64,058 crore by FY37, contributing substantially to the state's GSDP.
According to Arjun Chowgule, Chairman of CII Goa State Council, the proposed maritime board would establish a single-window system for maritime project approvals, streamline processes for licences and permits, and advocate for shipbuilding parks. These parks would offer shared infrastructure catering to both MSMEs and large shipyards. Furthermore, the board would serve as a nodal agency to liaise between industry stakeholders, ensuring coordinated efforts in state infrastructure and R&D initiatives.
