IDB Approves $28.1M Loan to Strengthen Public Spending Oversight in Ecuador

The Inter-American Development Bank (IDB) has approved a $28.1 million Specific Investment Loan (ESP) to enhance transparency, accountability, and efficiency in Ecuador's public spending system. The financing will support the modernization of the Office of the Comptroller General of the State (CGE) — the country's supreme audit institution — through comprehensive institutional, operational, and digital reforms aimed at strengthening its capacity to oversee the management of public resources.
Building a Stronger and More Transparent Oversight System
The new initiative, titled the Program to Strengthen the Office of the Comptroller General of the State to Improve Oversight Capabilities in Ecuador, represents a major step in improving governance, financial accountability, and anti-corruption measures. The program will fund targeted investments in institutional modernization, technological infrastructure, human resource development, and regulatory reform to make public oversight more effective, proactive, and transparent.
By reinforcing the CGE's oversight functions, the program aims to ensure that public resources are managed efficiently and equitably, thereby supporting inclusive development and better delivery of public services, particularly to vulnerable populations.

The CGE will serve as the executing agency, with technical and administrative support from the Ministry of Economy and Finance.
The program's implementation is expected to roll out in phases over five years, beginning with institutional diagnostics and capacity building, followed by the introduction of new digital platforms and auditing systems.
