In a recent rally, Congress President Mallikarjun Kharge squarely blamed Prime Minister Narendra Modi for derailing the Constitution amendment bill meant to implement a women's quota in legislatures from 2029. He accused Modi of effectively quashing the legislation that sought to ensure women's representation by affixing it to the contentious delimitation bill.

Kharge criticized Modi's extensive campaigning in West Bengal, questioning whether the Prime Minister harbored ambitions to become the state's chief minister. He alleged that Modi was overlooking national duties and using political maneuvering to disrupt the legislative process, portraying it as a betrayal of democratic principles.

The senior Congress leader also reminded the public of the party's historical support for women's rights, pointing out the 2010 Rajya Sabha passage of a women's reservation bill under UPA governance. Kharge urged that Congress has consistently advocated for women's welfare, unlike the BJP, and accused Modi of prioritizing electoral advantage over genuine legislative progress.
