Duterte's defense had argued that the court had no authority following the Philippines' 2018 withdrawal from the ICC. However, judges upheld that an ongoing preliminary investigation before the withdrawal ensures continued jurisdiction.

Prosecutors allege Duterte oversaw death squads targeting narcotics suspects during his presidency from 2016 to 2022. While Duterte claims actions were in self-defense, victims' families demand accountability.
