India has taken a major leap toward modernising its population data systems as field operations for the Houselisting and Housing Census (HLO)—the first phase of Census 2027—commence from April 16 across select States and Union Territories.

The nationwide exercise, a cornerstone for policy planning and welfare delivery, introduces a hybrid digital-first approach for the first time, combining online self-enumeration with traditional door-to-door data collection.

Phase I Rollout Across Eight States and UTs

The initial phase will be conducted from April 16 to May 15, 2026, covering:

  • Andaman and Nicobar Islands

  • Goa

  • Karnataka

  • Lakshadweep

  • Mizoram

  • Odisha

  • Sikkim

  • NDMC area and Delhi Cantonment (NCT of Delhi)

During this 30-day period, trained enumerators will visit households to collect data through structured digital tools.

Strong Response to First-Ever Self-Enumeration Facility

In a significant milestone, the Census 2027 exercise has introduced a Self-Enumeration (SE) facility for the first time, allowing households to submit their data online via a secure portal.

The response has been encouraging:

  • Around 12 lakh households have already completed self-enumeration

  • The platform offers flexibility, convenience, and ease of participation

Residents who have opted for this facility are required to share their Self-Enumeration ID (SE ID) with enumerators during verification visits, ensuring seamless integration of digital and field data.

Digital Tools to Enhance Accuracy and Efficiency

Enumerators will use a dedicated mobile application for data collection, marking a shift from paper-based processes to real-time digital entry. This is expected to:

  • Improve data accuracy

  • Reduce processing time

  • Enable faster policy insights

The HLO phase includes a structured questionnaire of 33 questions, capturing key details such as:

  • Housing conditions

  • Household composition

  • Availability of amenities

  • Assets owned

This data will serve as a critical foundation for evidence-based policymaking and targeted welfare schemes.

Next Phase Expansion Across More States

The Census rollout will continue in phases:

  • April 16–30, 2026: Self-enumeration in Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Madhya Pradesh, and Chhattisgarh

  • May 1–30, 2026: Field operations in these regions

In Bihar:

  • Self-enumeration: April 17–May 1, 2026

  • Field operations: May 2–31, 2026

This staggered approach ensures efficient resource deployment and comprehensive coverage across the country.

Ensuring Privacy and Public Participation

Authorities have reiterated that all data collected under the Census Act, 1948 is strictly confidential and used solely for statistical and developmental purposes.

Citizens have been urged to cooperate fully with enumerators and actively participate in the exercise, which plays a vital role in shaping national development policies.
