President Volodymyr Zelenskiy has issued a plea to Ukrainian lawmakers to swiftly pass essential legislation. The aim is to prevent a looming financial crisis by securing necessary funding, crucial for both the ongoing conflict with Russia and EU accession goals. As of late 2025 and early 2026, Ukraine has missed key deadlines to unlock billions in financial assistance, according to economists.

With a pressing need of $52 billion in external financing, Ukraine's budget is under severe strain. Zelenskiy highlighted the importance of a series of draft laws critical for securing these funds. These encompass reforms aimed at strengthening the judicial system and overhauling energy sector procedures. Despite his parliamentary majority, Zelenskiy's relations with members have deteriorated.

Economists warn that Ukraine is critically behind in meeting obligations under the EU's Ukraine Facility programme, risking over $3.9 billion in financing. EU Enlargement Commissioner Marta Kos emphasized the need for legislative progress as a sign of commitment to reforms. Failure to act could result in a massive financial shortfall, potentially halting necessary funding by May.
