The Rajya Sabha approved the Central Armed Police Forces (General Administration) Bill, 2026, through a voice vote, amidst a walkout by the Opposition. This legislation seeks to unify service rules across the CAP forces, thereby replacing the existing fragmented rule regimes that govern India's five Central Armed Police Forces.
In response to the debate, Minister of State for Home Affairs, Nityanand Rai, clarified that the primary purpose of the bill is to fortify the country's security system. The Minister highlighted that the bill addresses various inconsistencies in personnel management, aiming to boost the efficiency and morale of the armed forces while stressing that it is not against the country's federal structure.
Amidst the discussion, the Opposition raised concerns about potential impacts on the federal balance and procedural inadequacies, such as the institutionalization of deputation. Despite these issues, the government dismissed the opposition's demands for parliamentary select committee referral, stressing the bill's improvement over existing processes.
