Defence Minister Rajnath Singh on Tuesday unveiled an ambitious long-term strategic roadmap titled "Defence Forces Vision 2047: A Roadmap for a Future-Ready Indian Military" at South Block in New Delhi, setting the course for transforming India's armed forces into a modern, integrated and technologically advanced military by the centenary of India's independence.

The comprehensive vision document, prepared by the Headquarters Integrated Defence Staff (HQ IDS), outlines a sweeping transformation plan for the Indian Armed Forces, aligning military preparedness with the national objective of building a Viksit Bharat by 2047.

Senior military and defence leadership, including Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Chief of the Air Staff Air Chief Marshal AP Singh, Defence Secretary Rajesh Kumar Singh, and Vice Chief of the Army Staff Lieutenant General Pushpendra Singh, attended the release ceremony.

A Strategic Roadmap for a Changing Security Landscape

The vision document is designed to guide India's military transformation amid a rapidly evolving geostrategic and technological environment marked by multi-domain warfare, emerging technologies and complex security challenges.

According to defence officials, the roadmap seeks to build a force that is integrated, agile and capable of operating across land, sea, air, cyber and space domains. The document identifies the need to strengthen deterrence capabilities while ensuring readiness for the full spectrum of conflicts — from conventional warfare to hybrid and grey-zone challenges.

The roadmap also takes into account India's expanding strategic interests across the Indo-Pacific region, where maritime security, technological competition and strategic partnerships are becoming increasingly significant.

Greater Jointness and Theatre-Level Integration

A central pillar of Defence Vision 2047 is the emphasis on jointness and synergy among the three Services. The document advocates deeper operational integration, common planning frameworks and coordinated capability development across the Army, Navy and Air Force.

Defence planners believe that stronger joint structures and integrated commands will significantly improve operational efficiency, enable faster decision-making and optimise the use of national defence resources.

The roadmap also complements ongoing efforts to develop theatre commands and integrated operational structures, aimed at enhancing India's ability to respond swiftly to evolving threats.

Technology and Innovation at the Core

The vision document places a strong emphasis on cutting-edge technologies and innovation as key drivers of future military capability.

Emerging technologies such as artificial intelligence, cyber warfare systems, autonomous platforms, advanced surveillance networks, space-based assets and next-generation communication systems are expected to play a central role in shaping India's future battlefield capabilities.

Modern training frameworks, digital simulation environments and technology-enabled operational planning are also identified as essential elements for preparing the armed forces for multi-domain warfare scenarios.

Aatmanirbharta in Defence Manufacturing

Another major focus area of the roadmap is self-reliance in defence production, aligned with the government's broader Aatmanirbhar Bharat initiative.

The vision document calls for expanding indigenous defence manufacturing, research and innovation ecosystems, encouraging closer collaboration between the armed forces, defence public sector units, private industry, startups and research institutions.

Strengthening domestic defence capabilities is expected to reduce dependence on imports while simultaneously boosting India's defence industrial base and technological ecosystem.

India has already taken significant steps toward defence self-reliance in recent years, including the indigenisation of major defence platforms, the launch of positive indigenisation lists, and increased domestic procurement targets.

Phased Capability Development Plan

The roadmap adopts a calibrated and phased approach to military transformation, outlining capability goals across short-term, mid-term and long-term timelines leading up to 2047.

This structured framework will guide:

  • Development of next-generation defence platforms

  • Institutional reforms within the armed forces

  • Modernisation of operational doctrines

  • Expansion of strategic partnerships

  • Integration of advanced technologies across military operations

Defence planners say this phased approach will help align military capability development with evolving threats and technological advancements.

Whole-of-Nation Approach to Security

Recognising the increasingly interconnected nature of global security challenges, the vision document emphasises a whole-of-nation approach to national security.

It highlights the importance of integrating military strength with diplomatic outreach, economic resilience, technological innovation and strategic partnerships.

Such a comprehensive framework is expected to strengthen India's national security architecture while enabling the armed forces to effectively safeguard the country's interests in an increasingly complex global environment.

Building a Globally Respected Military by 2047

By the centenary of India's independence in 2047, the roadmap aims to position the Indian Armed Forces as a globally respected, technologically advanced and combat-ready military force capable of protecting India's expanding strategic interests.

Through sustained reforms, innovation and national commitment, the Defence Forces Vision 2047 seeks to ensure that India's military remains prepared for the challenges of the future while contributing to the broader goal of building a secure, resilient and developed Viksit Bharat.
