Power Sector Reforms: Slashing Legacy Dues and Boosting Financial Discipline
India's legacy dues of power distribution utilities significantly decreased from Rs 1.39 lakh crore in June 2022 to Rs 3,300 crore in March 2023. Key reforms, including the Electricity Late Payment Surcharge Rules, UDAY scheme, and RDSS, aim to enhance financial stability and operational efficiency within the power sector.

India's power sector has witnessed significant progress as outstanding legacy dues of distribution utilities, commonly known as discoms, have drastically reduced. In March this year, dues amounted to Rs 3,300 crore, a notable decrease from Rs 1.39 lakh crore recorded in June 2022, according to recent parliamentary revelations.
The Electricity (Late Payment Surcharge and Related Matters) Rules, 2022, enacted on June 3, mandated that legacy arrears owed to various power entities be rescheduled into Equated Monthly Installments. Minister of State for Power Shripad Naik highlighted that this approach has ensured timely payments of current dues by discoms to avoid penalties.
Government initiatives such as UDAY and RDSS have furthered financial restructuring efforts. UDAY, launched in 2015, focused on the financial revival of discoms, while RDSS in 2021 sanctioned Rs 2.83 lakh crore for loss reduction projects. These interventions aim to enforce financial discipline and operational improvements, reflecting positively on the sector's overall health.
