Deadline for SIM-Binding Rule on Messaging Apps Extended Amid Industry Pushback

The government has pushed back the deadline for implementing the SIM-binding rule for messaging apps such as WhatsApp, Telegram, and Signal to December 31, following requests from the industry, sources say. The rule requires that messaging services operate only with an active SIM card in the device.
The Department of Telecom (DoT) has also modified the six-hour mandatory logout rule for web versions of apps to a risk analysis-based logout system. Initial directives were sent to major communication service providers on November 28, 2025, to ensure compliance by March 28. The changes come after concerns over cross-border digital frauds.
Industry groups, particularly the Broadband India Forum, have challenged the legal foundation of this mandate, citing it exceeds the authority granted by the parent Telecommunications Act of 2023. A survey by Cuts International revealed that the regulation could lead to significant operational disruptions for both consumers and small businesses.
