India and Egypt have taken a significant step forward in strengthening their strategic defence partnership, with both countries outlining an ambitious roadmap for deeper military cooperation during the 11th Joint Defence Committee (JDC) meeting held in Cairo from April 20 to 22, 2026.

The high-level engagement brought together senior defence officials from both nations, with the Indian delegation led by Joint Secretary (International Cooperation) Shri Amitabh Prasad, alongside representatives from the Ministry of Defence and the armed forces. The Egyptian side was represented by senior officials from its Defence Forces and Ministry of Defence.

Comprehensive Review and Future Roadmap

During the meeting, both sides conducted a detailed review of progress since the previous JDC and agreed on a forward-looking defence cooperation plan for 2026–27.

Key focus areas identified include:

  • Expanding structured military engagement mechanisms

  • Strengthening joint training and personnel exchanges

  • Enhancing maritime security cooperation

  • Increasing the scale and complexity of bilateral military exercises

  • Promoting collaboration in defence production and advanced technologies

The discussions reflect a growing convergence of strategic interests between the two nations, particularly in ensuring regional stability and securing critical maritime routes.

Defence Industry Collaboration Gains Momentum

A major highlight of the meeting was India's presentation on its rapidly expanding defence manufacturing ecosystem. Indian officials noted that the country's defence production has surpassed $20 billion, with exports reaching approximately $4 billion across more than 100 countries.

Both sides agreed to develop a dedicated defence industry cooperation plan, signalling a shift toward deeper industrial collaboration. Opportunities for co-development and co-production in defence manufacturing are emerging as a central pillar of bilateral ties.

This aligns with India's broader strategy to position itself as a global defence manufacturing hub while reducing import dependence through initiatives like Aatmanirbhar Bharat.

Strengthening Maritime and Naval Cooperation

On the sidelines of the JDC, the inaugural Navy-to-Navy Staff Talks were held, marking a new dimension in maritime cooperation between the two countries.

The Indian delegation highlighted:

  • The Indian Navy's role in ensuring freedom of navigation in the Indian Ocean Region (IOR)

  • The strategic importance of India's Information Fusion Centre in enhancing maritime domain awareness and security

These discussions are particularly relevant given the increasing geopolitical importance of sea lanes connecting Asia, Africa, and Europe.

Expanding Air Force Cooperation

The Indian delegation also met with Lieutenant General Amr Abdel Rahman Saqr, Commander of the Egyptian Air Force, and acknowledged the strong and growing cooperation between the two air forces.

This engagement underscores expanding collaboration across all three defence services—army, navy, and air force—reflecting a comprehensive partnership.

Honouring Shared Military History

In a gesture underscoring historical ties, the Indian delegation laid a wreath at the Heliopolis War Memorial in Cairo, paying tribute to Indian soldiers who made the supreme sacrifice during World Wars I and II.

The act highlighted the long-standing historical connections between India and Egypt, adding depth to the modern strategic partnership.

From MoU to Strategic Partnership

India-Egypt defence relations have seen rapid progress in recent years. A key milestone was the Memorandum of Understanding on defence cooperation signed in September 2022, followed by the elevation of bilateral ties to a Strategic Partnership in 2023.

The outcomes of the 11th JDC meeting reaffirm both countries' commitment to:

  • Strengthening defence and security cooperation

  • Enhancing industrial and technological collaboration

  • Promoting peace and stability in the region

A Partnership for a Changing Geopolitical Landscape

As global security dynamics evolve, India and Egypt are positioning themselves as reliable partners with shared interests in stability, secure trade routes, and technological advancement.

The Cairo meeting signals a clear intent to move beyond traditional military ties toward a multi-dimensional defence partnership encompassing operations, industry, and innovation.
