JJM Powers Grassroots Water Revolution: 6th ‘Sujal Gram Samvad’ Showcases Community-Led Success

Reinforcing the government's push for community-led water governance, the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, successfully organised the sixth edition of the multilingual 'Sujal Gram Samvad', bringing together voices from the grassroots to highlight the transformative impact of the Jal Jeevan Mission (JJM).
Chaired virtually by Union Minister of Jal Shakti Shri C. R. Patil, the national dialogue connected Gram Panchayats, Village Water and Sanitation Committees (VWSCs), frontline workers, and citizens from across the country, showcasing real-world success stories and challenges in achieving the vision of 'Har Ghar Jal'.
Water as Life: Minister Highlights Urgency of Conservation
Addressing participants, Shri C. R. Patil emphasized that water is not merely a resource but the foundation of life, sustaining human existence, agriculture, and livestock. In the face of growing water scarcity and unpredictable rainfall patterns, he called for collective vigilance in conservation, rainwater harvesting, and elimination of wastage.
He credited Prime Minister Shri Narendra Modi's vision for driving the Jal Jeevan Mission, noting its profound social impact. The initiative has freed nearly 9 crore women from the daily burden of fetching water, saving an estimated 5.5 crore hours every day—time now redirected toward education, livelihoods, and family well-being.
From Infrastructure to Sustainability: JJM 2.0 Focus
In his opening remarks, DDWS Secretary Shri Ashok K. K. Meena highlighted a key shift under JJM 2.0—from building infrastructure to ensuring sustainable delivery of safe drinking water.
He stressed that Gram Panchayats are now at the forefront of managing water systems, including:

Handling operations and maintenance (O&M)

Resolving grievances at the local level
He underscored that while the government provides the foundation, success depends on "Jan Bhagidari" (people's participation) and continuous monitoring at the village level.
Multilingual Dialogue: Voices from the Grassroots
A defining feature of the Samvad was its multilingual format, enabling participants to share experiences in their native languages, including Ladakhi, Rajasthani, Mizo, Marathi, Telugu, Kannada, and Hindi. The session featured 10 Gram Panchayats across 8 States and 2 Union Territories, offering a diverse snapshot of India's water transformation journey.
State-Level Success Stories: Innovation and Community Ownership
Across the country, villages highlighted how JJM has transformed daily life:

Jammu & Kashmir (Asserwan GP): Transition from reliance on handpumps and tankers to clean tap water through gravity-based systems.

Maharashtra (Dhangarwadi): Introduction of user charges (₹750 annually), real-time monitoring systems, and women taking up new livelihoods like sericulture due to time savings.

Ladakh (Matho GP): A unique spring-based and drip water management system, achieving 100% household tap coverage and 70 LPCD supply.

Rajasthan (Hoda GP): Universal tap connectivity in a water-scarce region, with regular testing and active Pani Samitis.

Mizoram (Hmawngkawn): Strong community participation ensuring reliable water supply despite difficult terrain.

Telangana (Boravelly): Elimination of fluoride contamination and 100% coverage under Mission Bhagiratha, supported by active VWSCs.

Tripura (Kalshimura): End of water-fetching hardships, especially for women, with household tap connections and regular quality checks.

Jharkhand (Aruva): Community-funded systems with ₹1/day contributions, supporting maintenance and pump operators.

Karnataka (Mohiseti): Voluntary billing model and trained operators under Nal Jal Mitra Programme.

Chhattisgarh (Bhatguna): Digital collection of user charges via QR-based systems, ensuring transparency and zero corruption.
Technology, Transparency, and Sustainability
The discussions highlighted emerging innovations such as:

Remote monitoring systems for leak detection and predictive maintenance

Solar-powered water systems to reduce operational costs

Field Test Kits (FTKs) for regular water quality checks

Digital payment systems for transparent fund management
Officials stressed that these innovations are critical for ensuring long-term sustainability and scalability of water systems across rural India.
Strengthening Local Governance Ahead of Panchayati Raj Day
With Panchayati Raj Day (April 24) approaching, the Samvad emphasized empowering Gram Panchayats to take full ownership of water systems. District administrations will continue to provide technical and managerial support, but local leadership and accountability remain central to the mission's success.
Way Forward: Scaling Best Practices Nationwide
Concluding the session, Additional Secretary & Mission Director, National Jal Jeevan Mission, Shri Kamal Kishore Soan, praised the participatory approach and urged replication of successful models across the country. He called for:
