Dr Jitendra Singh Proposes IIPA as National Hub for AI-Driven Governance Training

In a major push to institutionalise artificial intelligence in public administration, Union Minister Dr. Jitendra Singh has proposed positioning the Indian Institute of Public Administration (IIPA) as the nodal institution for building AI competencies among government officials and designing frameworks for "Smart Governance."
Delivering the 5th Dr. Rajendra Prasad Annual Memorial Lecture on "AI for Sushasan (Good Governance)" during the 72nd Founders' Day celebrations of IIPA, the Minister outlined a comprehensive roadmap to embed AI into governance systems, capacity building, and citizen service delivery.
IIPA as the Nerve Centre for AI in Governance
Dr. Singh emphasized that IIPA, with its strong academic legacy and policy expertise, is uniquely positioned to lead the transformation toward AI-driven governance. He proposed that the institute collaborate with key institutions such as the Capacity Building Commission, Department of Personnel and Training (DoPT), National Centre for Good Governance (NCGG), and LBSNAA Mussoorie to develop structured training programmes for public officials.
The initiative aims to create a standardized curriculum for AI-enabled governance, equipping civil servants with the tools to leverage data, automation, and emerging technologies in policymaking and service delivery.
Expanding Capacity Building and Institutional Reach
Highlighting recent reforms at IIPA, the Minister noted that its membership has been expanded to include younger civil servants, including Assistant Secretaries, increasing total membership to around 11,000. He added that the institute has already conducted 129 training programmes for nearly 6,000 officials this year, reinforcing its role as a premier training and research hub.
He also called for deeper collaboration with the private sector, armed forces, and public representatives to ensure a holistic and integrated approach to governance training.
Strengthening Grassroots Governance Through Innovation
Dr. Singh highlighted efforts to decentralise governance innovations, including the establishment of district-level IIPA chapters and the introduction of district governance indices. These initiatives aim to enhance administrative capacity at the grassroots level while promoting data-driven decision-making and sharing of best practices across regions.
'Saral AI' Portal to Democratise Technology
As part of efforts to make advanced technologies more accessible, the Minister announced the rollout of the "Saral AI" portal under the Anusandhan National Research Foundation. The platform is designed to simplify complex technological developments into citizen-friendly formats, enabling broader public understanding and adoption of AI tools.
India AI Mission Driving Digital Transformation
Underscoring the scale of India's AI ambitions, Dr. Singh referred to the ₹10,370-crore India AI Mission as a cornerstone initiative aimed at strengthening the country's technological ecosystem. The mission focuses on investments in research, innovation, infrastructure, and skill development.
He revealed that the government has provisioned 38,000 CPUs and 22,000 GPUs to significantly boost computational capacity—an essential step in scaling AI applications across sectors.
AI Transforming Governance and Public Services
The Minister highlighted the growing impact of AI in enhancing citizen-centric governance. He cited the success of the Centralised Public Grievance Redress and Monitoring System (CPGRAMS), which has achieved a disposal rate exceeding 95%.
Notably, the platform has evolved into a hybrid model that combines digital efficiency with human interaction, ensuring that complainants receive empathetic responses alongside timely resolution.
Mission Karmayogi Building Future-Ready Bureaucracy
Dr. Singh also pointed to the progress of Mission Karmayogi, India's flagship civil service capacity-building initiative. With over 1.45 crore officials registered, the platform offers digital learning content in 23 languages, aiming to create a competent, responsive, and citizen-focused administrative workforce.
A Vision for Technology-Led Governance
Concluding his address, the Minister reaffirmed the government's commitment to leveraging artificial intelligence to enhance transparency, efficiency, and inclusivity in governance.
With initiatives spanning AI infrastructure, capacity building, digital grievance systems, and public engagement platforms, India is steadily embedding advanced technologies at the core of governance—paving the way for a smarter, more responsive, and citizen-centric administrative framework.
