The United Nations has issued a stark warning over a sharp deterioration in civil liberties across the Middle East, as governments intensify crackdowns on dissent following the outbreak of conflict involving Iran, Israel, and the United States.

UN High Commissioner for Human Rights Volker Türk said the region is witnessing an alarming "securitisation of civic space", with governments imposing sweeping restrictions on freedom of expression, assembly, and media.

Surge in Arrests and Repression

According to the UN, thousands have been detained across multiple countries, often under broad and vaguely defined national security charges.

In Iran alone:

  • At least 2,345 people have been arrested since the conflict began

  • Charges include terrorism, espionage, dissent, and "cooperation with the enemy"

  • Many detainees face expedited trials lacking due process

  • Eight executions have already been reported, including cases linked to protests

  • Dozens more—including children—are at risk of capital punishment

Türk described the situation as "outrageous," warning that people are being arbitrarily detained, prosecuted, and even executed amid the chaos of war.

Internet Blackout and Surveillance in Iran

The crackdown has been compounded by:

  • A nationwide internet blackout entering its fifth week—one of the most severe globally

  • Reports of widespread intimidation and interrogation by armed security forces in public spaces

These measures have created what the UN describes as a "deeply chilling effect" on already fearful populations.

Regional Pattern of Suppression

The UN reports that repression is not confined to Iran but is spreading across the region:

Occupied Palestinian Territory

  • 200 Palestinians detained in early March alone

  • Arrests linked to social media posts and alleged "incitement"

  • Increased military raids and movement restrictions

  • Reports of physical assault, including a school principal attacked over online expression

Bahrain

  • Death in custody of activist Mohammed Al-Mousawi, with allegations of torture

  • Additional arrests for social media activity

  • Prosecutors seeking the death penalty in espionage-related cases

Qatar and UAE

  • 313 people detained in Qatar and 109 in the UAE

  • Arrests linked to filming or sharing conflict-related content

  • Expedited trials and detention of foreign nationals reported

Kuwait

  • New decree criminalising content deemed harmful to military reputation

  • Arrests reported under the new law

Jordan

  • Arrest of critics, including members of the Jordanian Communist Party

Media Freedom Under Threat

The UN also raised concerns about growing restrictions on press freedom, including:

  • Israeli military censorship measures

  • A reported threat by the US Federal Communications Commission to revoke licences for war coverage deemed critical

Türk stressed that independent media is essential during conflict, warning that suppressing it undermines accountability.

Legal and Human Rights Concerns

The UN emphasized that while states may impose limited restrictions during emergencies, they must meet strict legal standards:

  • Measures must be necessary, proportionate, and time-bound

  • Blanket restrictions are generally inconsistent with international law

  • Detainees must have access to legal counsel and fair trials

  • Arbitrary detention must end immediately

  • The death penalty should not be applied to protected forms of expression

A Region Under Pressure

Human rights experts warn that the current wave of repression risks entrenching long-term damage to civic space, particularly for:

  • Minority groups

  • Political dissidents

  • Human rights defenders
