In a significant development within the Goa assembly, Revolutionary Goans Party MLA Viresh Borkar has submitted a breach of privilege notice targeting Speaker Ganesh Gaonkar. Borkar alleges serious procedural breaches during the March 16 Budget Session, which was prematurely adjourned due to the imposition of the code of conduct linked to the upcoming Ponda by-election.
Borkar's notice, filed on March 21, argues the Speaker failed to properly apply assembly rules, permitting an inadmissible debate on the model code of conduct, which was not part of the assembly's listed business. He claims this oversight was part of a wider issue of pre-determined proceedings, highlighting how discussions and legislative actions appeared concluded before they were debated in the assembly.
The MLA's concerns have prompted him to request a review by the Committee on Privileges under Rule 80, pushing for an examination of documents and recordings to confirm any breaches, aiming to safeguard the assembly's procedural integrity and independence.
