India's Legal Landscape: Expanding Horizons for Access and Awareness
In Financial Year 2025-26, 16.6 million Indians received free legal aid, courtesy of government initiatives to democratize justice accessibility. Key programs like DISHA and Tele-Law facilitate legal services via 2.5 lakh Common Service Centres. Over 1.12 crore pre-litigation services were offered, underscoring India's legal reform momentum.

In a report presented to the Lok Sabha, the Union Law Ministry detailed a series of government-led initiatives aimed at enhancing access to justice for citizens across India. The ministry highlighted that in the financial year 2025-26, up to January 2026, free legal aid reached 16,60,249 individuals. These efforts underscore the government's commitment to affordable justice.
The 'Designing Innovative Solutions for Holistic Access to Justice (DISHA)' initiative is a cornerstone of this movement, prioritizing the strengthening of legal assistance systems as outlined in the Legal Services Authorities Act, 1987. The Tele-Law component of DISHA has connected citizens to panel lawyers for pre-litigation advice through a broad network of about 2.5 lakh Common Service Centres (CSCs) spread across 777 districts, including aspirational areas.
The government is also championing a pro bono culture among legal professionals through the Nyaya Bandhu programme, where over 10,263 advocates have registered. Additionally, the Legal Literacy and Legal Awareness Programme aims to imbue legal knowledge at the grassroots, already benefiting 1.21 crore people. The Legal Aid Defence Counsel System (LADCS) has provided representation in criminal cases, benefiting thousands and facilitating the release of undertrial prisoners.
