The European Investment Bank (EIB) and Germany's Nassauische Heimstätte Wohnstadt (NHW) have signed a €465 million financing agreement to support large-scale construction and modernization of affordable housing in the German state of Hessen.

The agreement, signed in the Schönhof district of Frankfurt am Main, will enable nearly €1 billion in total housing investment aimed at expanding energy-efficient homes and improving existing residential buildings.

Major Boost for Affordable Housing in Hessen

The financing will support NHW's plan to build and modernize thousands of housing units between 2024 and 2029, helping address growing housing shortages while advancing energy-efficiency goals.

Under the programme:

  • Seven new residential developments will be constructed

  • Around 1,350 new housing units will be built

  • Approximately 5,200 existing apartments will undergo modernization and energy upgrades

The new buildings will meet high energy-efficiency standards, while refurbishment projects will significantly reduce primary energy demand and heating costs for residents.

NHW Chief Executive Thomas Hain said the financing provides critical stability for long-term planning.

"With this framework agreement with the EIB, we can secure good financing conditions. The flexibility and long-term certainty for planning that we get from this partnership are crucial for successfully meeting the challenges of the housing market and the energy transition," Hain said.

Schönhof District Showcases Future Urban Living

The agreement was signed in the Schönhof district, one of Hessen's largest ongoing housing construction projects.

The district is being designed as a modern, sustainable urban neighborhood, combining housing with community infrastructure such as childcare facilities, green spaces, and local services.

A standout feature of the development is Germany's first hybrid community primary school, where classrooms are located on the lower floors and residential units above.

EIB Vice-President Nicola Beer said the project illustrates how housing developments can strengthen communities while supporting sustainability.

"With this new EIB financing of €465 million and our strong partnership with NHW, we are giving affordable housing a major boost across Hessen," Beer said.

"It will enable around €1 billion in investment so that more people have modern homes with good transport connections and lower energy costs."

InvestEU Support Ensures Favourable Financing

The EIB loan is backed by the InvestEU programme, allowing NHW to benefit from financing conditions significantly below market rates.

The partnership aims to:

  • Expand social and affordable housing supply

  • Upgrade existing residential buildings

  • Reduce pressure on housing markets in Hessen

  • Improve energy efficiency and sustainability

Strengthening Sustainable Communities

Beyond construction, the programme focuses on building integrated neighbourhoods that support quality of life through accessible services, public spaces, and energy-efficient housing.

EIB officials say the investment demonstrates how EU-backed financing can deliver tangible social and environmental benefits, supporting sustainable infrastructure while strengthening local communities.

By combining new construction with large-scale building upgrades, the partnership is expected to improve housing access and living standards for thousands of residents across Hessen.
