FIMCA Advocates Key Reforms in India's Overseas Mobility Bill

The Federation of Indian Emigrants Management Councils & Associations (FIMCA.in) is urging parliamentary support for reforming India's draft Overseas Mobility (Facilitation & Welfare) Bill, 2025, introduced by the Ministry of External Affairs (MEA). FIMCA, representing over 1,500 overseas recruitment agencies in Mumbai and Maharashtra, seeks to modernize the nation's overseas employment framework.

The proposed legislation aims to promote safe, legal migration and enhance worker protection. FIMCA has submitted a set of recommendations to ensure balanced regulation, benefiting both workers and recruitment agencies. Key proposals include a seamless transition to the new Overseas Placement Agency regime, mandatory eMigrate registration for Indians traveling abroad, competitive recruitment processes, a rational penalty framework, and establishing Mumbai as a global mobility hub.

FIMCA's Director, Alijan Rajan, emphasized that these changes align with the government's vision for ethical migration, balancing worker welfare and business continuity. The organization has also engaged Members of Parliament to advocate for these amendments and remains committed to collaborating with MEA and other stakeholders to strengthen India’s migration governance.
