Merkley's intent is to spotlight an 'authoritarian takeover,' and he was well into over half a day of speaking just past 6:30 p.m. EDT on Tuesday.
This act of prolonged speech by Merkley reflects a broader strategy among Democrats to utilize their floor time to obstruct and spotlight contentious issues. Earlier this year, Senator Cory Booker of New Jersey similarly extended his speech to over 25 hours against Republicans' legislation, setting a new benchmark.
The Democrats find themselves with limited power in Washington D.C., where Republicans dominate both the House and Senate. However, vocal Democrats, including House Minority Leader Hakeem Jeffries who also participated in lengthy speeches, use these speeches as a means to draw attention and obstruct proceedings.
