This development comes on the heels of a Washington, D.C., conference where Phelan had engaged with sailors and industry executives. His resignation follows recent dismissals of top Army officials by Defense Secretary Pete Hegseth, adding to the dynamic shift in military leadership.
Phelan, a major donor to former President Donald Trump, had limited military experience before taking the role. He previously led Rugger Management LLC and participated in military-related non-profit activities, but his primary military involvement was advisory.
