The Vigilance and Anti-Corruption Bureau (VACB) launched a statewide surprise inspection named 'Operation Earth Guard' on Monday, targeting widespread corruption in the excavation and transport of ordinary earth in Kerala.
Prompted by intelligence reports, the VACB initiated simultaneous inspections at 72 locations, including district Mining and Geology offices and local government institutions, uncovering cases of permit misuse and unauthorized earth removal. Officials reported instances of excessive earth excavation beyond legal limits, often redirected for real estate projects. Preliminary evidence suggests involvement of certain Mining and Geology Department officials and local bodies, accused of issuing unauthorized permits in return for bribes.
Further investigations revealed the presence of a 'soil mafia' network, allegedly orchestrating unlawful mining operations in collusion with middlemen. The VACB noted enforcement failures have led to significant government revenue loss from unpaid royalties.
