Winston Peters, New Zealand's Foreign Minister, emphasized the importance of the declaration in reinforcing political commitments between the two Pacific nations. The agreement clears ambiguities in their constitutional relationship, which allows the Cook Islands self-governance but under New Zealand's defence umbrella.
The new accord prioritizes New Zealand's role as the main defence partner for the Cook Islands, with both committing to improve consultation on security issues. This has enabled the release of previously suspended funds, reinvigorating bilateral trust and cooperation.
