Cabinet Clears ₹1,718 Cr MSP Support for Cotton Farmers

In a major boost to farmer welfare and agricultural stability, the Cabinet Committee on Economic Affairs has approved ₹1,718.56 crore in MSP funding to the Cotton Corporation of India (CCI) for the 2023–24 cotton season.

The move aims to ensure direct price support to cotton farmers, protecting them from market volatility and distress sales.

Safety Net for 60 Lakh Cotton Farmers

Cotton remains a cornerstone of India's rural economy:

• 60 lakh farmers directly dependent on cotton cultivation

• 400–500 lakh people engaged in allied sectors such as textiles, processing, and trade

The MSP intervention ensures that farmers receive remunerative prices when market rates fall below the government-fixed threshold.

"MSP operations play a crucial role in stabilising prices and safeguarding farmer incomes," officials said.

Stabilising Prices Amid Market Fluctuations

The Cotton Corporation of India acts as the nodal agency for MSP procurement, stepping in when prices dip below MSP levels.

Key features of the MSP mechanism:

• Procurement of Fair Average Quality (FAQ) cotton

• No quantitative limit on procurement

• Direct purchase from farmers at MSP

This system prevents distress sales and strengthens market confidence.

Strong Production Base, Global Significance

India continues to be a major global cotton producer:

• 114.47 lakh hectares under cultivation (2023–24)

• 325.22 lakh bales of production

• Nearly 25% of global cotton output

The MSP framework is critical in maintaining this production scale and ensuring farmer participation.

Nationwide Procurement Network

To ensure accessibility, CCI has established a wide procurement infrastructure:

• 508+ procurement centres

• Spread across 152 districts

• Covering 11 major cotton-growing states

This extensive network enables farmers to sell produce locally and efficiently.

Tech-Driven Reforms for Transparency

CCI has introduced several digital and farmer-centric initiatives to improve operations:

• Bale Identification and Traceability System (BITS) for transparency

• "Cott-Ally" mobile app for farmer outreach and information

• Real-time dissemination of MSP updates

These measures aim to enhance efficiency, traceability, and ease of access for farmers.

The MSP support is expected to:
