Divya Kala Mela 2026 Opens in Chandigarh, Showcases Inclusive Entrepreneurship

Declaring it "a celebration of dignity, self-reliance and empowerment," Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, today inaugurated the 29th edition of Divya Kala Mela at the Exhibition Ground, Chandigarh.

Calling the Mela a transformative movement rather than a mere exhibition, the Minister said it represents a new ray of hope for Divyangjan (persons with disabilities) across the country and reflects the Government's unwavering commitment to inclusive growth and equal opportunity.

From Terminology to Transformation

Highlighting the journey of empowerment since 2014, Dr. Virendra Kumar said the adoption of the respectful term "Divyang" under the leadership of Prime Minister Shri Narendra Modi marked a fundamental shift in vision — from welfare to dignity and participation.

He noted that the Rights of Persons with Disabilities Act, 2016, the expansion of recognized disability categories and the implementation of the Sugamya Bharat Abhiyan have laid the foundation for accessibility, inclusion and social equity.

"True respect must go beyond words. It must translate into economic strength, social inclusion and self-reliance," he said, adding that Divya Kala Mela directly connects Divyang artisans and entrepreneurs with markets across India.

Empowerment Must Include Livelihood: MP Satnam Singh Sandhu

Shri Satnam Singh Sandhu, Member of Parliament (Rajya Sabha), emphasized that while respect rooted in India's cultural ethos is important, empowerment must accompany dignity.

"Without livelihood and self-reliance, dignity remains incomplete," he said, appreciating the Ministry's initiative in creating platforms like Divya Kala Mela that enable Divyang youth — particularly those unable to travel long distances — to showcase and sell their products closer to home.

Economic Impact: ₹23 Crore Generated Nationwide

In his welcome address, Shri Rajiv Sharma, Joint Secretary, Department of Empowerment of Persons with Disabilities (DEPwD), highlighted the measurable economic outcomes of the initiative.

Over the past three years:

  • Divya Kala Melas across 28 locations have generated over ₹23 crore in income

  • Business transactions worth ₹2366.43 lakh have been recorded

  • Around 2,362 Divyang entrepreneurs have participated nationwide

"These Melas are not mere exhibitions but strong instruments of economic inclusion and self-reliance," he said.

Loans and Employment Support Strengthening Impact

To further strengthen Divyang entrepreneurship:

  • Loans exceeding ₹20 crore have been sanctioned under the initiative

  • Parallel Rozgar Melas saw participation of 3,131 candidates

  • 1,007 candidates were shortlisted

  • More than 313 candidates have already received job offers

This dual approach — promoting entrepreneurship alongside employment — underlines the Government's comprehensive inclusion strategy.

75 Stalls, Cultural Events and Assistive Innovations

The Chandigarh edition of the Mela features around 75 stalls, including those by Divyang entrepreneurs, Government of India institutions and NGOs.

Key highlights include:

  • A dedicated Rozgar Mela on 19 February 2026 connecting Divyangjan with reputed companies

  • Registration for assistive devices at the ALIMCO stall

  • Showcasing of innovations and empowerment initiatives by institutions

  • Inclusive sports activities such as Boccia and Blind Cricket

  • Daily cultural performances by Divyang artists

On 21 February 2026, a special cultural presentation titled "Divya Kala Shakti" will celebrate the extraordinary artistic talents of Divyang performers.

Chandigarh's Commitment to Inclusion

Shri Saurabh Joshi, Mayor of Chandigarh, described the event as a celebration of talent, confidence and human potential, stating that disability is not a limitation but a distinct ability that enriches society.

The inauguration ceremony was attended by distinguished dignitaries including Smt. Anuradha S. Chagti, Secretary, Social Welfare & Women and Child Welfare Department, Chandigarh; Shri Vineet Rana, Chief General Manager, NDFDC; Shri M.K. Sahoo, Assistant General Manager, NDFDC; and other senior officials.

As Divya Kala Mela completes its 29th edition, it stands as a flagship initiative blending dignity, entrepreneurship and employment, reaffirming India's commitment to empowering Divyangjan through economic participation and social inclusion.
