$5.3m Port Upgrade to Strengthen Coastal Shipping on the West Coast

A major Government investment in the Greymouth and Westport ports is set to strengthen coastal shipping, improve regional resilience and support long-term economic growth across the West Coast, Associate Transport and South Island Minister James Meager says.
The $5.3 million funding package includes $4.3 million for critical upgrades at the Port of Greymouth and $1 million for a shared regional safety programme to support both Greymouth and Westport ports.
The investment is backed by the Coastal Shipping Resilience Fund, with the Grey District Council and West Coast Regional Council co-investing a further $671,200 across the two projects.
"This is about unlocking the full potential of the West Coast's ports," Mr Meager said. "Greymouth is the region's largest port, but its ability to support modern coastal shipping has been constrained by ageing infrastructure."
Major Wharf Rebuild to Enable Larger Vessels
At the heart of the Greymouth upgrade is the reconstruction of up to 80 metres of currently unusable freight wharf, enabling larger coastal vessels to berth, load and unload cargo safely.
A new roll-on, roll-off facility will also be constructed, allowing front-loading vessels to move heavy machinery, equipment and freight more efficiently.
"These upgrades are essential if we want to grow freight volumes, support local industry and reduce reliance on road transport," Mr Meager said.
Boosting Resilience and Emergency Preparedness
Beyond economic benefits, the port upgrades will significantly enhance the West Coast's resilience.
Once completed—expected in early 2028—the improved port infrastructure will provide a vital sea-based supply route in the event of natural disasters that disrupt road or rail connections.
"This creates a reliable pathway for essential supplies and equipment to reach the Coast when it matters most," Mr Meager said.
Regional Safety Programme and Harbour Management
The funding also supports the establishment of a shared Regional Harbour Master programme for Greymouth and Westport, alongside upgraded navigational aids.

Strong Support From Local MPs and Councils
West Coast–Tasman MP Maureen Pugh welcomed the investment, describing it as a practical step toward revitalising coastal shipping and improving harbour conditions.
"This is another significant investment in critical infrastructure for the West Coast," Ms Pugh said. "It reflects the Government's commitment to fixing the basics while building a stronger future for regional New Zealand."
The Government says the project aligns with broader efforts to support regional connectivity, lower freight costs and build a more resilient national transport network.
