India Launches Koyla Shakti and CLAMP Portals to Modernize Coal Governance

In a major leap toward digital transformation, operational transparency, and streamlined governance in the coal sector, Union Minister of Coal and Mines, Shri G. Kishan Reddy, on October 29, 2025, launched two cutting-edge digital platforms—KOYLA SHAKTI Dashboard and Coal Land Acquisition, Management, and Payment (CLAMP) Portal—at a high-level virtual event held in New Delhi. The initiative represents a bold stride toward data-driven policymaking and real-time coordination across India's vast coal value chain.
The launch event was attended by senior officials including Shri Vikram Dev Dutt, Secretary, Ministry of Coal, Smt. Rupinder Brar, Additional Secretary and Nominated Authority, and Shri Sanoj Kumar Jha, Additional Secretary, alongside representatives from coal PSUs, logistics agencies, state departments, and industry stakeholders.
Koyla Shakti Dashboard: India's Smart Coal Analytics Engine
At the heart of this initiative lies the Koyla Shakti Dashboard, a smart analytics platform that integrates real-time data from coal-producing companies, central and state government agencies, logistics providers, and power utilities. It is designed as an end-to-end digital platform, offering visibility across the entire coal value chain—from mining and production to transportation, dispatch, and end-user consumption.
Describing the dashboard as a "digital backbone of India's coal ecosystem", Shri G. Kishan Reddy emphasized:
"Koyla Shakti marks a major step forward in integrating the entire coal value chain on a unified digital platform. This innovative system strengthens real-time coordination, enhances transparency, and enables data-driven governance aligned with our vision of Aatmanirbhar Bharat and Minimum Government, Maximum Governance."

The second platform, CLAMP (Coal Land Acquisition, Management and Payment) Portal, addresses a longstanding challenge in the sector—delays and opacity in land acquisition and compensation processes for coal-bearing areas.
