National Conclave on Adi Karmayogi Abhiyan to Shape Tribal Village Vision 2030

In a historic step toward realizing the vision of Viksit Bharat@2047, the Ministry of Tribal Affairs will organize the National Conclave on Adi Karmayogi Abhiyan on 17 October 2025 at Vigyan Bhawan, New Delhi. The event marks a milestone in India's pursuit of responsive, citizen-led governance and the empowerment of tribal communities through participatory development.
The Hon'ble President of India will grace the occasion as the Chief Guest, joined by the Union Minister for Tribal Affairs, Union Ministers of Line Ministries, Ministers of State, senior bureaucrats, District Magistrates, Adi Saathis, Adi Sahyogis, and Master Trainers from across the nation.
Celebrating Janjatiya Gaurav Varsh: Honouring Heritage and Aspirations
The Conclave will be a flagship event under Janjatiya Gaurav Varsh (15 November 2024 – 15 November 2025), declared by the Government of India under the visionary leadership of Prime Minister Shri Narendra Modi. The year-long celebration honours the heritage, resilience, and leadership of India's tribal communities — recognizing their contributions to nation-building and cultural identity.
Aligned with the PMJANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan) and Dharti Aba Janbhagidari Abhiyan, the Conclave reflects the Government's focus on integrated, inclusive, and participatory development at the grassroots level.
Tribal Village Vision 2030: From Ideas to Implementation
A major highlight of the Conclave will be the unveiling of "Tribal Village Vision 2030", a forward-looking framework developed from more than 50,000 Village Action Plans across India. This initiative captures the aspirations of tribal citizens and translates them into actionable plans for sustainable development.
Five thematic groups will deliberate on key priority areas:
- 
Education and Skill Development – Empowering tribal youth with quality education, vocational training, and digital literacy. 
- 
Health and Nutrition – Strengthening preventive healthcare, maternal health, and nutrition for tribal families. 
- 
Livelihood and Entrepreneurship – Promoting traditional crafts, forest-based industries, and local enterprise ecosystems. 
- 
Infrastructure – Enhancing access to housing, clean energy, roads, and digital connectivity in remote tribal regions. 
- 
Governance and Institutional Strengthening – Reinforcing local governance and improving public service delivery mechanisms. 
Each group will be chaired by a senior Union Secretary, under the guidance of respective Union Ministers, to finalize frameworks for policy integration and project execution.
Recognizing Transformative Action: Honouring Best Performers
The Conclave will also feature a Recognition Ceremony celebrating excellence and innovation at multiple levels of governance. Awards will be presented for outstanding performance under key flagship initiatives:
- 
PM-JANMAN: Best Performing Ministries, States, and Districts. 
- 
Dharti Aaba Janbhagidari Abhiyan: Best Performing States and Districts. 
- 
Adi Karmayogi Abhiyan: Best Performing States, Districts, State Master Trainers (SMTs), Adi Saathis, and Adi Sahyogis. 
This recognition aims to encourage replication of best practices, highlight successful local innovations, and motivate grassroots leaders who are driving visible transformation in tribal regions.
Empowering Tribal Villages through People-Led Development
As part of Adi Sewa Parv (2 October 2025), Special Gram Sabhas nationwide adopted the Tribal Village Vision 2030 Action Plan, empowering each tribal village to design its own roadmap for progress.
Key features of the Action Plan include:
- 
Community-led planning through Transect Walks, Focus Group Discussions (FGDs), and Gap Analysis. 
- 
Village priorities in education, health, livelihood, and infrastructure. 
- 
Integration with flagship schemes such as PM-JANMAN and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0. 
- 
Establishment of Adi Sewa Kendras as single-window citizen service centres. 
- 
Use of AI-enabled Adi Vaani App for real-time multilingual communication and data monitoring. 
To date, more than 56,000 Village Vision Plans have been formulated, and 53,000 Adi Sewa Kendras have been established, empowering 11.5 crore tribal citizens across 30 States and UTs through the participation of 10 lakh+ Adi Saathis and Adi Sahyogis.
Adi Karmayogi Abhiyan: A Global Model for Grassroots Governance
Launched by Prime Minister Narendra Modi on 17 September 2025 at Dhar, Madhya Pradesh, the Adi Karmayogi Abhiyan has emerged as the world's largest tribal grassroots leadership mission.
Guided by the principles of Seva (Service), Samarpan (Dedication), and Sankalp (Resolve), the mission has trained over 20 lakh officials, SHG women, and tribal youth through Governance Process Labs. The training focuses on last-mile delivery, sensitivity to tribal needs, inter-departmental convergence, and participatory governance in over 1 lakh tribal villages.

"The Abhiyan has ignited a movement of grassroots governance. It ensures that every tribal village becomes a hub of self-reliance, innovation, and last-mile service delivery."
Shri Vibhu Nayar, Secretary, Ministry of Tribal Affairs, added:
"This Conclave will adopt a deep-dive approach to identify national and local aspirations, strengthen convergence, and accelerate progress under the Tribal Village Vision 2030 framework."
