Piyush Goyal Advances India-Europe Economic Ties in Key Meetings in Germany and Luxembourg

In a significant step towards strengthening India's economic partnerships with Europe, Union Minister of Commerce and Industry Shri Piyush Goyal held a series of high-level diplomatic and business engagements in Germany and Luxembourg on October 23, 2025. His meetings underscored India's growing role as a trusted global trade partner and investment destination, with a particular focus on deepening bilateral economic ties, exploring investment avenues, and fostering technological collaboration.
Strategic Diplomatic Engagements in Germany
Shri Goyal's visit began with crucial meetings at the German Federal Ministry for Economic Affairs and Energy and the Federal Chancellery in Berlin. These talks laid the groundwork for bolstering Indo-German cooperation in sectors such as advanced manufacturing, green energy, mobility, and innovation. Germany, being India's largest trading partner in the European Union, plays a central role in India's efforts to integrate more deeply into global supply chains and build robust technology partnerships.
Following these high-level discussions, Shri Goyal travelled to Luxembourg for a bilateral meeting with Deputy Prime Minister and Minister of Foreign Affairs and Trade Mr. Xavier Bettel. The leaders conducted a comprehensive review of the ongoing trade and investment relationship between India and Luxembourg. Both sides expressed satisfaction with the progress made in recent years, including Luxembourg's increasing financial investments in India through its robust fund management and banking sectors.
Strengthening Bilateral Trade and Investment with Luxembourg
Minister Goyal and Deputy PM Bettel also explored new avenues to expand bilateral trade and investment, particularly in emerging sectors like fintech, green finance, space technology, and clean energy. Notably, Luxembourg's financial institutions have played a key role in supporting India's infrastructure financing and are expected to play an even larger role in the years ahead.
Their discussions also included preparations for the upcoming State Visit from Luxembourg to India, which is expected to further cement strategic and economic ties. The leaders also shared perspectives on regional security, sustainable development, and geopolitical challenges, reaffirming their commitment to a rules-based international order.

Shri Goyal highlighted the Indian government's business-friendly reforms and production-linked incentive (PLI) schemes that aim to catalyze global investments in India.
The CEOs expressed their optimism about the Indian economy's trajectory and shared their intent to scale up investments and deepen partnerships with Indian counterparts. India's large domestic market, skilled workforce, and improving infrastructure were cited as key attractions for their business expansion plans.
Participation in Berlin Global Dialogue
Later in the day, Shri Goyal is scheduled to participate in a high-level panel discussion at the Berlin Global Dialogue, a premier forum bringing together policymakers, economists, and industry leaders to shape the future of global trade. His participation is expected to further articulate India's vision for a resilient and inclusive global trade system.
He will also continue engagements with top representatives from German industry associations, trade chambers, and think tanks to promote India's reform-driven growth story and the emerging opportunities under initiatives like Make in India, Digital India, and Atmanirbhar Bharat.

Shri Goyal's engagements in Germany and Luxembourg mark a strategic push towards consolidating India's presence in European economic circles.
